"Complement" is something that completes something else. A shirt can complement the color of someone’s eyes, or a wine can complement a meal. On the other hand, "compliment" is an expression of praise, commendation, or admiration (and it can be used as a verb). Sometimes the latter is means something that is provided free - airlines usually offer complimentary sodas on flights. When it is used as congratulations or praise expressed to someone, it takes a plural form, compliments, as was the case in "my compliments to the chef!"

I think it's too strong to say that "complements" means that something completes something else. I think it would be more accurate to say that it works/goes well together with something - complementary colours for instance don't complete each other - they just look good together.
I think you should treat "complimentary" as an entirely separate word to "compliment" and not as a variation of it. I wouldn't associate one with the other
