These are two independent statements. That the latter explains the former is implied.

"Didn't quite" means you didn't see eye to eye. "At all" means you view it completely differently. They express different degrees of disagreement so you can only use one here.

However, I noticed around 400 people had seen my negative comment and thought my review might had given the shop owner a sveriousy negative impact, since I noticed around 400 people had seen my negative comment.

This sentence is fairly logical, but for some reason having this thought due to noticing people had seen the comment feels wrong from a linguistic perspective. "And" still implies a causal relationship, but of a different kind. Hard to explain.
