MY GUESS: I think it depends on the Country andnational and local government policyies.

It is tThe same whether the building train system is necessary or notcan be said of train systems.

MY GUESS: Some countries have built up and are quickly rising, while some others have not built any trains or have not built molimited infrastructure, but they are still top in the economy rank still gave economic growth.

I think it depends on the Ccountry and government policy.

"Country" doesn't need to be capitalized.

It is the same as whether the building a train system is necessary or not.

Some countries have built upthem and are quickly rising, some others have not built any trains or have not built more, but they are still at the top in the economy ranking.

If the country believes in that, PHEV or EV or both, these are the future of my country, keep ithem and move on.

Please don't change your mind, because it is so difficult to change normal habits, and when ithey hasve changed, coming back to those old habit is even more difficult.

And, that isn't only the habit problem, this is also the infrastructure problem, and other things.
