When a sentence is set off by an adverbial phrase, it often sounds better to place the subject immediately afterwards.

The date specifies that this happened in the past, so the present perfect should not be used.

In the singular, “rooftop” implies a flat area, so “on top” doesn’t make sense. Additionally, I tend to associate “rooftop” with descriptions of roofs in the plural (“the rooftops of the city”).
