However it has a negative connotation, which wouldn't make sense if you mean that Japanese experience the least racism

"notice" is more for things that you realize at the moment of seeing/experiencing something, rather than realizing something by being told by someone else. "notice" also has the feeling of something that's immediately obvious to you the moment you see/experience it, whereas you can be exposed to something several times before you "realize" something about it
Natural: "I noticed she had an accent."
Somewhat unnatural: "I realized she had an accent." (implies you did not realize it in the beginning)
