I am water deficient all year round. If I don't make a conscious effort to drink water, there are times when I don't drink 500ml of water a day. It's not until the headache gets worse that I realize this. So I decided to make a liter of flavor tea at work every morning. I'm going to drink it all before I get home and end my perennial water shortage!

I think perennial is ok. I can find some examples online of it being used to describe things besides flowers (some sentences on this page https://www.merriam-webster.com/dictionary/perennial). It is an unusual choice but does add character to the sentence.
