As an ordinary citizen, I dare not say who should be responsible for it (the government has given the answers). During the cultural revolution, people who could go to university were not by taking exams but by recommending them. For example, if you were born in a poor family and your family had relationships (got connections with local officials) then you could be recommended to go to university regardless of your academic performance. Looking back at this issue, everyone feels like it is a joke and sounds ridiculous, but it was true. It really happened in China. The current university enrollment system started in 1977 when the culture revolution ended.
