Realmente depende. En las ciudades más pobladas, hay parques espefícamente para patinar y también se puede patinar en las calles. En areas rurales, es más difícil. Dónde vivo, hay opciones, pero ahora me doy cuenta de que es un lujo.

I have seen in different places "o...o" used to mean "either...or." Here's one sentence I found that was used as an example:
O limpias tu cuarto o no vas a la fiesta. = Either you clean your room or you’re not going to the party.

Here are some answers, if you have any others, don't hesitate to ask them!
Question 1. While I can't tell you from a linguistic standpoint why you can't directly translate that sentence, the main thing is that the question should be plural instead of singular (like you would do in English), although I wouldn't really worry about it since it's not really something that you would ask people. Although, if you really wanted to ask someone: What do you do when it's nice out? I'd say: ¿Qué haces cuando está bonito el clima?. The only thing that would change is the adjective.

Question 2. What I should've said for "o" is that you only use it once when comparing two things if you're not using it in the context of either/or. In your sentence: "O en un skatepark o en la calle, o con otras o sin otras personas" You're using two "o" per pair. That's why you take out the "o" before skatepark, and the one before con otras.

Also, I forgot to mention that you can add a "que" after mientras if you don't want to use "aunque". Although, I would not advise it since that's a pretty formal way to say it, and in day-to-day conversations you'd use "Aunque"

Finally, on the last line of your response, you said "Y gracias por todo el resto también." The sentence is mostly correct, but you should take out "el resto" so that it says Gracias por todo también. You could also say "Igual, gracias por todo" though.

I just realized that you wrote this in English for that part of your paragraph
“Either in a skatepark or in the street, either with or without other people, I can always enjoy skateboarding.”
And can understand why you might be confused about “o”. My answer would be that, in my opinion, the original sentence is incorrect. A better version of saying that would be: It doesn’t matter if I’m on the skatepark or on the street, if I’m with or without people, I can always enjoy skateboarding. Since I don’t think you can use either/or again twice on a row.
As you can see, in my version of the sentence, I didn’t use either/or, so that’s why you don’t use two “o” in the translation.
