In a small town not far from where I live, a stroller called the fire brigade because he was observing a bird hanging upside down in a tree and making noises that sounded to him like shouting for help.

Alas, no! Just because this word forms part of an object does not mean it is not the subject of an inner clause. Imagine: "He didn't see [the cat who caught the mouse]." The cat is being used as a subject in the clause that identifies which cat it is, so we use "who". Here, the verb is "to be in need of help", so this should be whoever. It's "[volunteering...] means [offering help to [whoever was in need of it]]".
