China's Energy Reform
In fact, China has been constantly exploring ways to reform its electricity system. In October 2021, The National Development and Reform Commission (NDBC) issued a decree to allow coal power prices to be plus or minus 20% of the base price. Previously, the price was set to be within the range of plus 10% and minus 15% of the base price. Furthermore, electricity prices for energy-intensive industries are not subject to the 20% upward limit. However, this reform only applies to businesses, not to households. In other words, Chinese residents still enjoy ultra-cheap electricity, resulting in little interest in the private sector to invest in building microgrids. However, it is clear that such a model is not sustainable and we must build a free market for electricity. Everyone will have to bear the price for both environmental and electricity security purposes. The driving force of this reform is the energy transition, an inevitable road for achieving China’s “dual-carbon” goals. It has been proven by numerous facts that the power of the free market is the key for renewable energy to replace fossil fuels and become the dominant energy source globally. Regulations from governments are not sufficient to achieve this goal.
