I think "X rules" is fine in certain situations ("Class Rules", "My Class Rules"), but I agree that here, "apartment's" is much better.

There isn’t, you just have to learn which words have more meanings and avoid using them in a way that would be ambiguous.

Although “House Rules” would not have the same problem. It’s the possessive My that makes it feel like a sentence, and therefore “rules” feel like a verb.
