I'm not sure what you mean by "below public power."
Her words should be understood as "give oral sex to people who own powers in government", I wrote "to" first then changed it to "below", probably "under" is best I think.

I think here a very colloquial substitute for “oral sex” would be “I will no longer suck the dick of x” or “be made to suck dick under x”
I am quitting my job; I will no longer be sucking my boss’ dick.
[warning: don’t say/ write this in exams]
A slightly less rude way of saying this, would be to (stop) kiss (ing) someone’s/ something’s ass
I am quitting my job; I refuse to kiss my boss’ ass any longer
Then there’s suck up to - which importantly does not mean to suck someone’s dick but it does mean that you’re doing something to get the approval of the person you are sucking up to:
I am quitting my job; I can’t suck up to my boss any longer
A more essay/ exam appropriate way of saying the same is “I will no longer seek the approval of someone/ something”
I am quitting my job; I will no longer seek the approval of my boss to do anything
Sometimes when people feel they are forced to do something (even though they feel it is wrong) they are giving into something, E.g. I used to give in easily to peer-pressure because I wanted people to like me. From today, I will stop doing this; I will stop giving into peer-pressure.
