Bozhou
Bozhou is a prefecture-level city in the northwest part of Anhui Province. It used to be a county-level city governed by Fuyang city—the prefecture-level city in Anhui Province.

Saying by rivers doesn't sound very natural, it makes it seem like the river was the one doing the building. Saying using rivers makes it more obvious that the river was kind of like a tool in the construction of the city.
