I think there's quite a bunch of homeless people in the town where I stay. They usually spend nights in the abandoned living complexes or abandoned commercial buildings. Although, there's a chance to ask for nights at the shelters. They let you stay for a week and then every other two or three days.
I currently live in Russia and I visited a few towns here. The city where I passed by a homeless shelter was Moscow. In the other towns I didn't encounter them as long as I didn't stay there for a long time, nor did I set a goal to observe homeless shelters.
Now I live in the town of Rostov. I came across one homeless shelter that's situated not far from the river's embankment. One day my father brought a few packs of food there.
