Luna: Meow....

Sachi: Is something wrong?

Luna: Meow...

Sachi: Do you want to go up the windowsill?

Luna: ......

Sachi: Do you want me to open the blind?

Luna: .....

I opened the blind, but she didn't jump up onto the windowsill.

She went out of the room after all, and kept meowing.

I went to the living room, put some food in her bowl, and she followed me, but just sat and stared at me.

Cats are capricious/fickle.

Which should I say capricious or fickle to describe cats being きまぐれ?

I think you can use both capricious and fickle. Other people seem to use these words, but personally, I don't use either of these words in everyday conversation. I use the word "indecisive," which also means that you have a hard time making up your mind or making a decision. You could also use "indecisive" to describe cats.

Cats are capricious/ and fickle.

it's not unnatural to just use two near-synonyms with "and"

I see that in the Japanese text you wrote 出窓. This is actually different from a windowsill, and apparently translates to bay window.

Sachi: Is something wrong?

Ellipses (...) are always a set of 3 dots (if you want to have correct grammar)

Luna: Meow...

Sachi: Do you want to go up
on the windowsill?

We're talking about the cat wanting to sit or lay ON the windowsill. Without "on," the focus is just about climbing alone, like climbing a rope for example.

Sometimes cats just want to talk. Some days I feel like my cat is narrating his whole day. :)
