Many Japanese workers only have rest in a few days every year. A report said that their average rest days are 9 days even though their employer gave them 20days to rest every year. It’s said that lawmakers proposed some new laws in this report. They said workers must take at least 5 days of paid vacation each year. But people don’t like to take these vacations Because they want to work harder and harder to get more money. In my opinion, the way people think about work will not change in a few years. Because they will always want to earn more money than others so they will always work hard. Even the lawmakers told them to rest.

After reading an article ,I wrote a summaryI wrote a summary on an article that I had read.
The original is understandable but this reads better as the subject of the writing is the summary itself
Many Japanese workers only have rest intake a holiday for a few days every year.
Normally a holiday refers to an actual trip somewhere, but when talking about work it can mean any kind of break from work (in the UK we say holiday, in US English this would probably be vacation time too)
A report said that their average rest days aredays taken was 9 days even though their employers gaive them 20 days to restholiday every year.
This might be hard to understand but days taken is past tense but the allowance always exists and so doesn't have to be
It’s said that lawmakers proposed some new laws in this reportto change this.
The report is already the subject so don't need to mention it again.
They saidOne of the laws purposes that workers must take at least 5 days of paid vacation each year.
The subject has changed again so need to mention it
But people don’t like to take these vacations Bbecause they want to work harder and harder to get more money.
Like I said above, you can use either vacation (US) or holiday (UK)
In my opinion, the way people think about work will not change in just a few years.
Because tThey will always want to earn more money than others so they will always work harder.
Try not to start sentences with "because" or "and". Either join them to the previous sentence or remove the word.
Even the lawmakers told them tohave mentioned the importance of rest.
I've changed the meaning of this a bit because by suggesting a new law, it's already clear that managers want people to take more breaks

This must be a hard thing to change if it's part of a general culture, right?

In my opinion, the way people think about work will not change in a few yearsfor some time.
Since this is your opinion, specifying "a few years" sounds unnatural (unless you knew the exact date in the future). Something like "for some time" or "for many years" sounds better.
