It's more often used when trying to say something unexpected, or controversial, or contradicting a previously held belief/thought, e.g. "To be honest, I didn't really like it" (despite it being popular) "To be honest, I actually cheated" (on a test that you passed) "To be honest, I never liked her anyway" (after breaking up with a girlfriend, despite you actually liking her while you were dating) "To be honest, it wasn't actually that bad" (despite "it" felling like it was bad when "it" happened (what ever "it" may have been))
