The sentence isn't grammatically wrong, but I think it sounds really weird because it doesn't explain how the satellite will protect cultural items. If I said: "I aim to make my dog healthier by learning German", the sentence is technically correct, but doesn't make much sense. I did a bit of my own research about this article, and I think I would say:
"The satellite aims to protect cultural properties in mountainous regions where radio waves don't reach by imaging the area from above."
Just to add that explanation for how it will do it.

Interesting topic. It sounds very silly though, and I am increasingly wary of space debris in orbit potentially preventing future space exploration, so I hope it is doing more good than bad.
