After the fall of Berlin wall in 1989, a very dynamic phase has started for the EEC. The Maastricht Treaty created the EU with the implementation of cooperation in foreign policy and internal security. Austria, Finland, Sweden have joined the EU in 1995. In 2002 the Euro got into circulation, replacing the present currency of 12 member states. In mid-90s the greatest enlargement of the EU took place by the joining of new democracies leaving the Soviet Union.

In 2005 a draft EU Constitution, replacing all the previous existing treaties, was rejected by two national referandums and in 2007, the Treaty of Lisbon, which only amends the previous treaties, was signed.
