It is a very interesting question. Geographically, Hainan is just an island, not the mainland of China. But when you say it the mainland of China, you are saying this from the political system angle, and you are differentiating it from Taiwan, Hong Kong and Macao.

I think people better say Hainan island is the mainland of China, which means the territory that is under the control of CCP, and implement a socialist system. So whether or not it is really the mainland becomes less important.

Although Hong Kong and Macao now are also under the control of CCP, they used to be colonies, and implement a capitalist system, so you can’t say them the mainland of China.
