A Discussion About Spoken English

At this point, I think David is right. English is just English, just as Chinese is just Chinese, and there is no spoken Chinese or oral Chinese because every language includes four sections: listening, speaking, reading and writing. The reason why there is spoken English, I think, is closely related to the actual situation of English learning in China. Everybody knows, in China, students learning English are just for passing exams. Speaking English is never their goal. They don't need to speak, they only need to learn vocabulary, grammar, comprehension and writing, and these are enough. So there is also a Chinese saying that is called Dumb English, which means all Chinese students can't speak English even though they can get high scores in their English tests. But now, more and more people realize the importance of speaking English because the use of languages is to communicate. If you can not speak a language, how can you say you know that language? Therefore, many Chinese want to learn how to speak English, but what should they say to express themselves? Just by saying I want to learn English? That is definitely not what they are trying to say, so they have to say I want to learn spoken English. They want others to know that they only want to learn how to speak English, not as the traditional English learning form in China, only focus on passing exams and without any ability to speak.

I would say that there is definitely a difference between spoken and written versions of languages. There are many nuances to how we write (in literature, essays, text messages, etc.) and how we speak (use of tone, volume, laughter and so on) that cannot be translated properly from one medium to the other.
