■ For How Long Can EU Be on Top?

These advantages are not only limiting but also short-lived. For the European Union to be able to dominate the world of regulations is a fairly recent phenomenon, and its ground is shaking.
EU remains to be the largest market, but its share in the global economy is estimated to decline in the next decade. If the EU market shrinks, fewer and fewer companies would have the reason to follow its regulations. Technological innovations may weaken the EU’s power as well. Producing elaborate goods according to all kinds of regulations costs more as every time a new regulation comes into effect, companies are forced to change its production process. With the possibility of a wide spread of 3D printers, the cost of following both the EU and non-EU regulations would decline. In some areas, a highly strict standard may even backfire.
Some tech-advanced company in a fairly relaxed, non-regulatory country may conduct an experiment utilizing an advanced AI and ends up taking the lead in the industry. And Bradford warns that the phenomenon currently called the “Brussels Effect” may turn into the “Beijing Effect”. Such a shift may not be a near-future concern. Each country is being forced to choose between the superpowers they are willing to adhere to. EU has its perks over the unpredictable U.S. and the least democratic China. Historically, however, supremacy is not long-lasting. The strict EU regulations are no exceptions. No matter how strict the regulation is, it is always up to the company whether to follow it or not. Think about the British plug.

T16 Part 3

■ Regulations Without Visible Effect
Another example of the Brussels Effect showed itself in a different type of plug. European Commission is considering enforcing (attempting to force the smartphone manufacturers with a unified smartphone charger standard) a unified standard for smartphone chargers. Apple that uses its unique charging cable connecter is expressing its dissatisfaction (?) with this possible change. Unfortunately for Apple, its displeasure is highly likely to be unsatisfied.
In such a case, Apple will either have to come up with a connector that meets the EU regulations or build a different cable for the entire global market. The latter choice will save more cost and will likely to be widely adopted, unlike the British plug.
EU may have the power to submit a giant such as Apple, but the superpower cannot be entirely totalitarian. In January, when the U.S. administration announced the murder of the Iranian major general, Qasem Soleimani, Ursula Gertrud von der Leyen, the President of the European Commission, gathered all the members to discuss the issue. At the meeting, committee members, who are usually in charge of demographic data and healthcare were asked for their opinion on the situation in the middle-east. Yes, the European Union dominates the world in soft power and in alteration of plug standards, but when it comes to the hard power, the EU is eating soup with a fork. Even in the field where the EU has significant hegemony, the advantages of having strict regulations are unclear. EU has come up with multiple regulations over the Internet usage, however, only the American enterprises and the U.S. government that gets the taxes are the ones that seem to be benefitting from. Facebook and Google, both American enterprises, have the capacity to deal with any regulations of any scale. What about middle-and-small scale European companies? Aside from maintaining a fancy restaurant business around Brussels and providing a healthy lifestyle to the lobbyists, the advantage of these regulations is rather vague.

T16 Part 2

■ EU that Makes the Regulations Stricter
EU, in a traditional sense, could have never been called “a superpower”. However, it successfully held its status as one thanks to the following three factors.
Firstly, the EU market is so enormous it occupies one-fifth of the global GDP. No matter how complicated the regulations can be, manufacturers (producers?) cannot merely ignore the EU’s intentions.
Secondly, the EU is absolutely engrossed in making the regulations as intricate as possible, a drastic difference from the U.S.
From the issue of privacy to the environment, the EU prides itself on having the strictest regulation in the world. For this reason, if a corporation intends to sell the same products across the EU countries, the company doesn’t have to mindlessly spend its funds on altering the goods for each country, but merely needs to follow the EU regulation.
The third factor likely to affect the establishment of global regulations is intertwined with the aforementioned two. Occasionally, a company asks its government to raise the standards of regulations equal to that of the EU. Otherwise, competing companies will prevail over by coming out with the poorly manufactured goods targeted at the domestic market.
Therefore, the EU has become a long-lasting policymaker thanks to the Brussels Effect.
A number of multinational companies are being absorbed by the EU regulations. One country is an exception; the U.K.
The Johnson administration is distancing themselves farther and farther from EU ruling. The U.K. is willing to establish an amicable relationship with other non-EU countries, but the feeling is not often mutual. As the globalization further encourages other countries to be Europeanized, the U.K. has set its determination to take its own path in terms of regulations. Its fate resulting like that of the three-pinned plug.

EU Regulations: Fountain of Income or Totalitarianism?

British electricity plugs are surprisingly innovative. You won’t get electrocuted even if the third pin with an insulator is not completely plugged into the wall. Unless you plug the ground pin in, even the most adventurous child will not get electrocuted since the plug itself is covered by a lid. It is most likely the safest plug ever invented. Nevertheless, the rest of the world that was never under British governance, have been using a two-pinned plug that has a higher risk of electrocution and is much more susceptible to a breakout.

Successful sales of plug adaptors show even the simplest and the most innovative standard is not enough for something to be adopted worldwide. What Britain failed to understand was the subtle combination of the impact of regulations and the power to influence the market.
On the other hand, the European Union has been a quick and steady learner of these tactics. Nowadays, everything from wood manufacturing in Indonesia to Internet privacy in Central America is discussed in Brussels, Belgium, where the EU headquarters are located. All the bureaucrats, diplomats, members of the EU parliament, and lobbyists actively take part in the talks. Anu Bradford of the Columbia University Law School calls this phenomenon “Brussels Effect”. In her new book, she explains how the European Union has become “a superpower of regulations”.

Sentence

Today, I encountered a complicated sentence: "When you don't know the biology of a species, to unjustifiably claim it suffers abuse, is stressed or depressed, is to make one of man's most common mistakes, which is to humanize animal behavior." When I read this sentence for the first time, I was not able to understand what this meant. After wondering for a while, I noticed that it in the sentence was referring to a species and I fully understand this sentence.

Venus

The audio lecture and the reading are having opposing views about is it possible to maintain a human presence on Venus? Firstly, the reading mentions that atmospheric pressure at Venus’ surface is much greater than Earth so that all spacecraft and human would be crushed since land on Venus. On the other hand, the lecturer confirms that establishing a station by ballon, locating high in the atmosphere can solve the pressure problem. High up in the atmosphere, the pressure is much lower than the surface, and it is equal to the normal pressure we are used on Earth. So, there would be no danger of station crushed.

Secondly, the author presents that there are no reservoirs of water on Venus’ surface since the planet contains mostly of carbon dioxide, nitrogen and sulfuric acid, but hardly oxygen. Human wants to survive on Venus should import water and oxygen to Venus from Earth. Yet, the speaker from the listening passage indicates that human can produce water and oxygen by using chemical materials that are easily obtain on Venus. There is not necessary to import water and oxygen to Venus.

Finally, the reading says that because of the thick clouds and a dense layer of carbon dioxide, there is little sunlight on Venus. As a result of it, humans could not get power to operate machines and equipments. In contrast, the lecturer asserts that the clouds above the level are not too thick at all, there are amount of sunlight. Also, the clouds reflect sunlight. Humans are able to make use of reflected light too. More than enough electricity could be generated to power the station.

「All About Particles」と言います。

Introduction(日本語でなんて言うんですか?)

Meine Lieblingsjahreszeit

First Summarization

The big opportunity for students to attend a college

With the help of a college prep program, students are able to receive a lot of support from other peers of theirs.
Diogene Artiles, who studies at Columbia University, remembers gathering in an auditorium with other pupils during high school. Upon ripping open their envelopes
they were shocked to such an extent, that some of them even shouted.
The envelopes contained the results of a test, which they’d taken a few weeks ago. Upon ripping open their envelopes,
they were shocked to such an extent, that some of them even shouted.
Basically, it’s a prep program that helps students to get into a college, aimed especially students from low-income families. The average score is 60 out of 100.
“It was a reality check," said Artiles, “I was shocked.”
Students who were accepted into the SEO, began to study with the organization, starting in 1963. According to William Goodloe, they tell the students that they’ve done nothing wrong. In addition to this, they want them look towards the future. Students will learn more and make up for what they did not study in school. In case they attend the organization's after-school classes and take advantage of mentors’ help, they’ll definitely enhance their knowledge and excel in their studies.
The SEO program’s headquarters is located in NYC, and in San Francisco as well. The SEO has some offshoots for students to start career s in finance and law. Since 2006, it has helped hundreds of students to get degrees. Nevertheless, organizations like SEO turn down more students than they accept. Although leaders of the organizations say that they’re more interested in committed students, it’s still a tough process. To illustrate this, only one of hundred students can be accepted to a college, whereas others are denied. Generally, students are referred by principles and must supply report cards, recommendations and be interviewed.
“You can move the needle a little with these one-off programs. “, said Elisabeth Barnett, a senior scholar at Teachers College, Columbia University “But to actually graduate a lot of first-generation students you need to move the needle a lot. ” The Posse Foundation has worked for some years to address this issue. Like the SEO, it has a 90% graduate rate. Nonetheless, it takes great foresight, as well as offers of college-readiness workshops peer monitoring group, and tutoring to help students secure scholarships.
Educators at the SEO Scholars organization place a high priority on rectifying the type of socio-emotional pitfall that holds the first-generation students back. Moreover, a team of counsellors works and takes calls from mentally fatigued students in order to listen to them.
On Saturday, at the Barach College, more than two hundred sophomores slung their bags over their shoulders and headed for the class. Students spent time reading an article in "The Atlantic" magazine about the role of sports in American high schools. As they read it, they jotted down unfamiliar words such as “glorify” and “intractable”. Then, they gathered in small groups to identify the words’ definition.

Artiles says that he was confident when he arrived at university after going through the program. He’d done a Korean-language program in Seoul, and he'd got the number of an SEO college advisor. And this year, when he found out that the students in the Contemporary Civilization class would be reading Plato’s “Allegory of the Cave”, he felt 100% ready.
He’d already read it with the SEO Scholars.
