I read an article about wildfires in California in 2019.
The California utility company is liable for the damages even if they are not negligent. They carried out scheduled blackouts twice last year.
An expert says that a committee including Public Safety officials, regulators, and politicians should be organized soon and it should make the shut-off decision, not the utility company.
There will be a growing number of natural disasters, which are beyond human control. I agree with this expert's opinion.
Thank you for reading!

Récemment, j'ai découvrit "language learning with Netflix."

I often see some people write “Don’t judge blah blah...”
They say about sexism, racism, or personality.
I just thought “judge”= 判断する, but I realized that “judge” also means 決めつける.
判断するis like to tell which is wrong or right, or decide what to do after a person understands something deeply.
So with these meanings, sentences including “judge” didn’t make sense to me many times.
決めつけるis to have a set mindset or to judge something selfishly.
I think there’s a difference between 判断する and 決めつける, but both are “judge” in English.
It might be a very basic knowledge, but I decided to write about this in my journal to keep it in mind.

I asked which is the best way to improve my writing skill in Reddit, they simply advised me to write more which is what I am trying to do right now. One of the stumbled blocks I've always been facing in writing is that I find myself struggling to express my thoughts and ideas in English. I don't know whether to think in English or in my native language. And I always have a hard time choosing words which would be the best for certain topics. I'd also like to expand my vocabularies and try to use them in my writing but I always end up using much simpler words than obscure words.Let's call it a day and end my post here.I intend to write at least a post a day from now on and I'd like to thanks to everyone who corrects my mistakes and explain.

The U.K. Partially Approves Huawei for 5G despite U.S.’s pressure
The British government announced on the 28th that it will be approving some products including that of Chinese telecom giant, Huawei, in regards to the establishment of the next-generation 5G network facility. The U.K. considers limiting the usage only to the base station such as antennas will lead to avoiding concerns on national security risks. A backlash from the U.S.'s side is expected. The situation might affect trade negotiations with the EU after Brexit. The United Kingdom accepted partial approval of Huawei products at the Security Council on the 28th. According to the announcement, the U.K. government will be capping "high risk" vendors including Huawei from the "sensitive 'core' parts of 5G", however, will allow 35 percent usage of nonsensitive parts of Britain's network. Nuclear and military facilities and other facilities with highly confidential nature will be excluded.
Huawei responded by welcoming the U.K.'s decision stating, "...(original quote)". The U.S. reacted negatively pressuring for the total exclusion of Huawei. President Trump held a phone conversation with Prime Minister Boris Johnson. Secretary of State, Mike Pompeo is scheduled to
visit the United Kingdom on the 29th to meet Prime Minister Johnson and Secretary of State for Foreign and Commonwealth Affairs, Dominic Raab. The topic of Huawei may become another addition to an existing discussion concerning Brexit.

Coronavirus Risk Causes Chain of Stock Drops, Nikkei index Down by 200
The global financial market is wavering with coronavirus outbreak. The Dow Jones Index on the 27th declined by 453 points, marking the largest drop in three and a half months. The chain of stock market drops continued on as the Japanese Nikkei index dropped by 200 points. The Asian stocks, crude oil, and nonferrous metal prices have fallen as well.
Risk-free assets such as national debts were マネーが向かった. With the fear of a global recession, the investors are avoiding the risk. Dow Jones ended the 27th at 28535.80, marking 5 consecutive days of price drops since August 2018.
“The pressure of selloff is too strong with more trades (商いを伴った下落?) …” said David Lutz, managing director of ETF at Jones Trading. FTSE 100 on the London stock exchange fell to a low first time in a month and a half. Stocks of certain companies whose performance is almost certainly anticipated to affect the prices were targeted by the short-sellers. Major airline company KLM’s stock prices dropped as much as 6% on the 27th. The number of passengers is expected to decline in the mood of abstaining (refraining from? avoiding? ) traveling due to the outbreak.
As the Chinese government banned citizens from booking overseas tour groups, the reduction of an ‘inbound consumption’ is anticipated. The largest conglomerate on luxury brands LVMH’s stocks also hit the low for the first time since December.
With the decision of extending the Lunar New Year holiday, the concern towards the manufacturing industry including high-tech was also noticeable. A large number of American corporations depend on China for manufacturing and supply of goods and parts.
“If the factories remain shut down, the effect on the supply chain will not be negligible”, said Tim Grisky, Chief Investment Strategist at Inverness Counsel. Apple stocks declined by 3%.
At the Tokyo Stock Exchange on the 28th, Honda’s stocks, whose joint factory in Wuhan is responsible for half of their Chinese manufacturing, dropped as much as 2%. Semiconductors and machinery, whose stocks are contingent on the prospects of the Chinese economy, were under a selloff as well.

Whenever I look back at my past, friendships come in my mind first. Those friendships were much more valuable than what I am having right now. Also the time I've spend with my childhood friends would popped out of nowhere when I am drunk or sad.Being an adult really does suck.It makes me even more cherished those moments I spend with them. But here I am dealing with existential crisis on a daily basis,I truly feel that life is meaningless and whatever I do doesn't matter in the end.But I think those little moments I have had with them is rather meaningful even than my first kiss.Yes,they are alive and well but you know,we don't have much time as we used to.Plus being adult comes with much more responsibilities which is exhausting.I don't even know what I am bragging about.
