Reads a bit judgemental. I would say, "How long has it been since you were able to clean it?"

This sounds more natural in the US.

"I hear you" is usually used when you're trying to sympathize with someone else, or if you are debating about something and someone wants to agree with a point you've made. If Person A was complaining about how hard it is to clean one's room, then "I hear you" makes sense. I would replace with "I see."
