Cn i use "the" plus a noun to give a general meaning? like the school mean schools in general, is this correct? i see the government and governments used that way.

I don't think so. Can you give an example. Usually "the government" refers to the government of the country you're talking about. Similarly, "the school" is either your school, or the school you're talking about.

Either. I'd use the first one because "effectively" can also means "actively but not explicitly". "During the Edo period the Emperor was effectively a figurehead." But that's just the way I talk.

so in the sentence "some poeple think that the government should pay for health care and education, the governemnt here means their government, not governments in general. can i use governments instead of the government here?
