"Innovative Research Continued" looks like a title, but if it's suppose to be a sentence, then it should be "Innovative research continued." With a period and only the first word capitalized, then it's fine.
"Innovative research to be continued" does not work as a standalone sentence. You'll need to use "will be continued" or "has been continued" to make it grammatically correct.

"Innovative Research Continued" looks like a title >>> As I know, an adjective is posted in fron ot a noun. But in the case, it can be interpret same as 'contiued/continuing innovative research'? In title the post-modifier is usual ?

As a title, it's perfectly fine. I can only think of one way to interpret these 3 words, so yes.
However, if you want to make it perfectly clear that "continued" is modifying research rather than a verb, then "Continued Innovative Research" or "Innovative Research that Continued" would be alternatives. Do keep in mind that these can't be used as a sentence by themselves.
