When I first read “but for” at the beginning of the sentence, I assumed it meant “except for / were it not for,” as in “But for the excessive humidity, it might have been a pleasant day,” so I had to read your sentence a couple times before I could make sense of it. But if you had included more context, such as the sentence that precedes yours, then I probably wouldn’t have been confused.

You could also say:
But for some people (no need for other), there won't be any changes between them going to prison and leaving (or coming out, or coming back out). Since there is between and going and coming, it already means before and after indirectly.
