“I have tried to (do exercise/it) many times” You could say ‘do it’, however ‘to’ implies this, and is a very natural saying! “Keep trying” implies present action, as you are still doing the action, it would be ‘trying’. It is very natural to say ‘make (activity) into a habit’. Further examples for help!: “I find it hard to make it a habit.” “It’s a habit I find hard to keep.” “I keep trying to make it into a habit, but I find it hard.”
