This morning I came across a short video introducing Nanning city (CN) made by a Chinese girl. In the video I saw the sentence "we three on one bike without helmets". According to my knowledge of English, I think it will be wrong, or at least it's an incomplete sentence because I can't find the verb. I checked the sentence on some AI correcting apps, but all the apps say that it doesn't have any problem. Then I assume that may the whole "sentence" be an adverbial? To give you more information, the previous sentence is "And as you can see, we never obey the traffic rules", and the following sentence is "That's not good kids don't be like us". What about your opinion on the questionable sentence above? Thank you very much.

My opinion on the sentence is that it's an informal construction that omits the verb 'to be' and is still grammatically correct in informal English, although the more correct way to phrase it would be "Us three on one bike without helmets" instead of "we." "we three on one bike without helmets" I think is called a "fragment, and casual English has lots of them! However, the fragment sounds weird to me, for different reasons, so I "corrected" it.
