Muslim Population

Most people don't realize that the country with the fewest Muslims in Europe is Lithuania, where there are no more than 3,000 Muslims.
So which country has the largest Muslim population in Europe?
Belguim has a Muslim population of about 700,000, and where Brussels was once one of the places where ISIS members gathered.
Sweden has a Muslim population of over one million.
Britain has a Muslim population of over 3 million.
Germany has about 5.3 million Muslims, a large number of whom are Syrian and Afghan refugees.
France has a Muslim population of over 6 million people, and many crimes are related to Muslims.
That is to say, the Muslim population in France ranks number one in Europe.

Muslim Population

So which country has the largest Muslim population in Europe?

Belguim has a Muslim population of about 700,000, and where Brussels was even once one of the places where ISIS members gathered to plan.

The sentence sounds a little incomplete ending on "gathered", so I added "to plan", but you could add anything to qualify the sentence, eg. what were they doing OR why were they there.

Sweden has a Muslim population of over one1 million.

You use one in this sentence but 3 and 5.3 in the next few sentences. I think it will sound better if you stick with one form of numbers, eg. either 1 or one.

I don't think "that is to say" makes sense here. It implies the two sentences are saying the same thing, when they aren't - the first one is talking about crime, the next one about the Muslim population again.
