You already conjugated the verb of "ser" to say I, so you don´t have to say it, it sounds more natural this way. Unless you really need to remark that you are the one doing it, then you would add it.

Yo bebo agua.


Yo bebo agua. Yo bebo agua.

If you want to explain that you are doing it right now: Estoy bebiendo agua - I´m drinking water

Yo soy hablo ingles.


Yo soy hablo ingleés. Yo hablo inglés.

soy is from the verb ser - (to be), here you are saying I am speak english. Here you can also take the "yo", because you are already conjugating the verb.
