Typically, numbers 10 and up are typically written as numeric, whilst nine and below are typically written out with letters.
BUT, with both times and measurements, you would use numeric as this person has for nine and below. So '4 in the morning' or '3ft of snow'.
'1-2 cm' sounds very natural; 'one to two centimeters' does not sound natural and is rare to see fully written out. 'cm' is fine too - again, it's rare to see it written out as 'centimeters'.
