But we say "at the weekend". It is a set phrase (its an "adverbial of time", with a preposition "at" followed by a noun phrase "the weekend").
"a lot to talk about" can be thought of as a fixed phrase. You can't omit "about". It's easiest to learn it as a fixed expression.

Oh, And "to eat out" is an intransitive verb, meaning it takes no object, so when you say "to eat out", you don't put a noun after it - i.e. there is no "dinner".
