Certainly not.
“过” is the symbol of the past tense, like "ed" in English.
Since “去北京” is happened in the past, we use “过” after the verb “去” to represent the tense.

It's also OK to use “了” to show that “去北京” is happened in the past. But the meaning is a little different from “过”.
For example,
“结婚前我去了北京一趟”: I went to Beijing right before I got married.
“结婚前我去过北京。”: I have been to Beijing before I got married.
