It’s generally better to be consistent when using the polite です／ます form. Also, there’s nothing wrong with including the subject それは, but it sounds more natural to omit it since the context makes it clear.

僕は　たくさん　メキシコのレストラン　がたくさんある　ところに　住んで　そして　みなは　それを　作って　異なりいて、　それぞれ　作り方が　違います。

Putting たくさん just before the verb ある makes it clear that it’s modifying the verb.
みんな (and みな) are generally used for people. Instead, it’s more natural to use それぞれ (each, respectively) when referring to each restaurant, to express that each one makes it differently.
