１３歳時、私は高校から歩いていますが、女性と男が喧嘩しています。彼は急にで帰っていますので彼女が一人で泣いています。私は「大丈夫？」と言ったもハグあげました。
ずっと前から、彼女が覚えてないですが私は彼女が大丈夫と良いです。

I asked her if she was okay and then gave her a hug.

You can use たform for past tense.
彼は急にで帰っていますたので、彼女がは一人で泣いていますした。
私は「大丈夫？」と言ったもハグて、ハグしてあげました。
ずっと前のことだから、彼女がは覚えていないですがしょうが、私は彼女が大丈夫だと良いでと思います。

Ah! I understand. To translate the word "that time" to Japanese in this meaning, あの時 would be better.
To title in the target language is difficult!
