First, this question itself has something wrong. You can't say people are honest or dishonest, and can't say they are inherently. Every person can be honest or dishonest, and it completely depends what outcome they will face if they are being honest. If people face unfavorable situations when they are being honest, then they will choose to be dishonest. When they won't face unfavorable situations if they are being honest, I believe they will choose to be honest. Being dishonest, in my opinion, is just a kind of self protection, so if being honest would never cause any unfavorable situations, why do people need to be dishonest? That everyone wants to be a good person is always my belief. If people understand this, the so-called "are inherently" is not worth debating.
