"premise" is more suitable when it's an assumption upon which something else is logically based.
When you wish to indicate that an assumption is wrong, you can say it's wrong or invalid, but saying that it doesn't exist doesn't make much sense - as someone has already assumed it, the assumption exists. You could say "First of all the proposed situation doesn't exist/doesn't obtain/would never happen".

Too in English isn't quite like 太; it's not just for emphasis, but it indicates that something is excessive for a specific situation. You can say "Are they too stupid to know themselves?" However, without the qualifying second part, it's unnatural English to use "too" in this context.

Said doesn't work here; you can describe a situation, but you cannot "say" a situation.
As the "if..." clause establishes the subjunctive mood, it's best to use "I would think" rather than "I think".
"Be having" is uncommon in English.
