Some people think that there should be some strict controlrules about noise.

Others think that they cshould justbe allowed to make as much noise as they want.

I think one of the main reasons for this disagreement is the problem inof determining and defining the borders of thebetween private and the public.

The people who agree with noisemaking without any restriction would argue that producing noise is a private matter, and therefore a personal problem.

In fact, they don’t recognize the well-known distinction between the private and public issues and believe it is just a formal classification andthat doesn’t stem from nature.

They justify themselves by thisthrough an egotistical view that in the case of the conflict between private and public interests, people should first prioritize their own needs.

While modern societies assign a high positive value to tolerationnce and freedom, they also impose a restrictions on these values.

Individuals are free to do everanything until their actions do not harm others.

Or: "Individuals are free to do anything as long as their actions don't harm others."

Due to this reason, generating noise must be put under controlregulated.

In my view, there is an unavoidable, fateful, and tragic conflict between what civilization demands and biological needs that allow human beings to lead a fulfilling life.

I don't think you need the last part of this sentence, but if you want to keep it maybe like: "In my view, there is an unavoidable, fateful, and tragic conflict between what civilization demands and biological needs, both of which allow human beings to lead a fulfilling life."

"what civilization demands" can also be "civilizational demands"

However, what we can do is to lower theseis sufferings and choose a path that ends ain more satisfying lifeves.

My choice is devotion to civilization and therefore putting limits on noise making.
