"if there is a fire or a thief running" is technically okay, but it sounds strange because "fire" = noun and "thief running" = noun + verb, "a fire or a theft" preserves what we call "parallelism"

With thatit, I can easily spot animals or people that need help.

One time, I saw that an elderly woman was being robbed, but then I just frozed the time and gaved her the purse back.

I think you would just write - 'there's a lot of bullying going on around here, which---'

Don't start a sentence with 'And' when writing, same goes for starting a sentence with 'But', which is a common mistake for english learners.
