関係 can be relations between the two countries, so I added 人と人との.

I would put それぞれ because the two events are independent, but I'm sure that all the Japanese can understand this sentence without a problem.

高校や大学を卒業する人へプレゼントを贈る。
他の場合ケースもあるけれど、前の例は特に普通の今あげた例(or前述の)は特に知られている(or特に広まっている)習慣だと思う。
前述の is very very polite, we don't usually use it in every day conversation.
