I thought of finishing my bachelor’s degree education as a way of joining a free study abroad government program for a master’s degree. This program helps people whom otherwise might not have enough money to go study abroad. I knew that I couldn’t afford to pay for the tuition fee and for the living while studying in a foreign country so I decided to give it a try. Now when I have my bachelor’s degree I don’t surely know if really want to enter the program so I’ve deferred this decision for better times.

A good tip to remember with who vs. whom is to ask if it is "to" whom? If it does not make sense to add "to", then it is can't be whom. Or, just remember that whom can only be an object of a verb.
