As cultural awareness improved, it was realized that archivists in the USA have historically been white and using English only. This inequality leads to an incomplete collection of archives. Therefore, open access to the general public is necessary. But what information need to collect requires rulemaking, which also faces issues of ethnicity and linguistic dominance.
