I am assuming this is the answer to a question about how much time you study per day? Grammatically, it's not a complete sentence, and the meaning isn't super clear. You could also write, "I study my target language for about four hours a day."

Technically, "I don't know WHOM to talk to" (whom = object, who = subject). But lots of native speakers would just say "who" and would think it sounds too formal to say "whom" ;)
